Temporary government workers who have not passed the civil service exam have a new pathway to become regular employees through the Career Service Examination Preferential Rating (CSE-PR) system. This was announced by Civil Service Commission (CSC) Chairperson Karlo Alexei Nograles during a press conference at the Philippine Information Agency. The initiative is designed to provide these workers, who have dedicated at least ten years to government service, a fair chance to secure regular state employment.
Eligible candidates for this system include those employed under Job Order, Contract of Service, Casual, Contractual, and Coterminous arrangements, as well as those in Categories III and IV positions and first-level eligibility holders. To qualify, these workers must have completed or be currently completing a total of ten years of government service by the time they apply for the CSE-PR.
Under CSC Resolution No. 2301123, workers who have taken the CSE from March 3, 2024, onwards but did not pass are eligible to apply for the preferential rating system. To be considered, they must have scored at least 70 percent on the exam. Applicants scoring between 70.0 and 79.99 can receive up to 10 additional points on their exam score.
In addition to meeting the aforementioned criteria, applicants must also possess a performance rating of at least “very satisfactory” or its equivalent for the two most recent rating periods preceding the filing date. This rating serves as an indicator of the applicant’s consistent and commendable performance in their current or previous roles within the government service.
The CSE-PR can only be utilized once per applicant. According to 2023 CSC data, there are 21,905 coterminous, 126,238 casual, and 56,046 contractual government workers nationwide. Chairperson Nograles highlighted that the CSE-PR is intended to provide these aspiring government employees with the opportunity to apply for positions that align with their skills, education, and experience.
