
President Ferdinand R. Marcos Jr. administered the oath of office to the newly elected National Executive Officers of the Vice Mayors’ League of the Philippines (VMLP) during a ceremony at Malacañang Palace on Monday, April 6.
Held at the President’s Hall, the induction marked the start of the VMLP’s 2025–2028 term, with the organization comprising 1,634 vice mayors nationwide. National President Maynard Francis Bumanglag of Pinili, Ilocos Norte will lead the new set of officers, who are tasked with steering the league’s direction over the next three years.

Among the key inductees was Marcos Mamay, the incumbent vice mayor of Nunungan, Lanao del Norte, who assumed the role of National Vice President for Operations. Mamay is now responsible for the nationwide implementation and coordination of the league’s various governance programs.
Following the ceremony, Mamay emphasized his commitment to bridging the gap between the national government and local communities. He stated that his priority is to ensure that league programs are effectively felt at the grassroots level, focusing on integrity and the efficient delivery of public services.
Established in 1988, the VMLP serves as a primary platform for collaboration among vice mayors from cities and municipalities across the country. The ceremony underscores the current administration’s strategy of engaging local government leaders to bolster national development.

Following the oath-taking ceremony, Hon. Marcos Mamay expressed his commitment to his new role, stating:

“Taking this oath is both an honor and a responsibility I deeply embrace. As National Vice President for Operations of the Vice Mayors’ League of the Philippines, I am committed to ensuring that our programs are effectively implemented and felt in every community. This is a call to serve with integrity, unity, and action—bringing governance closer to the people and delivering results that truly matter.”
Beyond his new leadership role, Mamay remains active in the entertainment sector through Mamay Productions. The fraternity-themed film “Kappa-tiran” has completed principal photography under the direction of Neal Buboy Tan, with Shiela Lintan serving as line producer. The film was shot in Nunungan, Lanao del Norte, the hometown of VM Mamay, as well as in Cabanatuan City.

The film features a lead cast composed of Ejay Falcon, Sheryl Cruz, Bembol Roco, and Aljur Abrenica, supported by an ensemble cast that includes Emjay Macalintal, Mygz Molino, Mad Ramos, Evander Cañete, Darwin Ismael, Marvin Diamante, Emerson Capule, Jimsen Jison, Julian Roxas, Howell Liao, Andre Cue, Romark Rosita, and Zandro Salgado. Also part of the cast are Patricia Javier, Julio Diaz, Bernie Batin, Jojo Matias, Shiela Lintan, Sam Coloso, Emilio Delgado, Lheng Divina Gracia, and Chelsea De Guia.
Meanwhile, the biofilm “Mamay: A Journey to Greatness” previously won seven awards at the 73rd FAMAS Awards, including Best Supporting Actor for Jeric Raval, Best Production Design for Cyrus Khan, Best Cinematography for Gilbert Obispo, Best Musical Score for Neal Buboy Tan, and Best Song for “Hamon,” performed by Gerald Santos and composed by Vehnee Saturno. Mamay Productions was also named Producer of the Year, while Hon. Marcos Mamay received a Presidential Award.
