The recently concluded 48th ASEAN Summit in Cebu, Philippines, served as a strategic platform for strengthening regional economic cooperation and advancing new trade mechanisms between Indonesia and the Philippines. Leaders, business stakeholders, and trade organizations gathered to discuss regional stability, economic resilience, and supply chain collaboration amid evolving global market challenges.
Among the notable participants during the summit was Harley Luis Leano, who also serves as Honorary Chairman and Vice President for Government Affairs and Procurement of the Indonesia-Philippines Business Association (IPBA). Together with IPBA officers headed by Dar Soza, the organization formally reinforced its commitment to enhancing bilateral trade relations between the two neighboring ASEAN economies.

The Indonesia-Philippines Business Association highlighted the importance of a proposed Business-to-Business (B2B) Global Barter Trade Supply Chain Framework designed to accelerate reciprocal trade exchanges between the Philippines and Indonesia. The initiative focuses on strategic commodities including Philippine exports such as abaca, tobacco, and mineral ores including nickel and iron ore, in exchange for Indonesian coal, urea fertilizers, and other industrial commodities.
The initiative reportedly received strong encouragement from Indonesia’s Ministry of Trade under the leadership of Budi Santoso, who emphasized the importance of reciprocity in regional trade markets and supply chain cooperation. The discussions also involved Indonesian trade representatives, including Trade Attaché Ayu Ningsih, in line with efforts to expand bilateral economic engagement and commodity exchange mechanisms.

In parallel, Indonesia’s Coordinating Minister for Economic Affairs, Airlangga Hartarto, likewise expressed interest in strengthening regional economic frameworks that promote sustainable trade partnerships and innovative supply chain systems between ASEAN member states.
During the summit, Leano also participated in the KADIN-PCCI High-Level Roundtable Meeting, where discussions centered on enhancing private sector cooperation, investment opportunities, and regional business integration. The meeting brought together representatives from the Philippine Chamber of Commerce and Industry (PCCI), headed by President George Barcelon, alongside delegates from KADIN, the Indonesian Chamber of Commerce and Industry, including Vice Chairman Bernardi Moningka Vega.

The proposed B2B Global Barter Trade Supply Chain Framework was presented during the roundtable discussions and reportedly received positive feedback from participating business leaders and trade stakeholders. Observers noted that the framework could help address supply chain gaps, stabilize commodity exchange mechanisms, and create new opportunities for regional industries amid increasing global economic uncertainties.
As ASEAN continues to push for stronger regional economic integration, initiatives such as the Indonesia-Philippines barter trade framework are expected to contribute significantly toward boosting food security, energy cooperation, industrial development, and long-term economic resilience across Southeast Asia.
