The Independent Commission for Infrastructure (ICI) on Monday blasted the Department of Public Works and Highways (DPWH) after reports surfaced that employees deliberately destroyed or altered official documents linked to anomalous flood control projects.
The ICI warned that the alleged tampering is more than bureaucratic misconduct—it is an outright attempt to bury evidence of corruption. “This is not just negligence; this is sabotage of public accountability,” the Commission declared, emphasizing that such acts rob taxpayers of justice and transparency.
Flood control projects under the DPWH have long been under fire for suspected overpricing, substandard construction, and unexplained delays. The reported document manipulation, according to the ICI, reinforces public suspicion that the projects were riddled with irregularities from the start.
The Commission said it will move to preserve remaining evidence and push for legal action against those involved, stressing that any employee found guilty of covering up anomalies should face dismissal and prosecution. “Every destroyed record is an attempt to erase the truth. The Filipino people cannot—and will not—be fooled,” it said.
The ICI also challenged DPWH leadership to act swiftly and decisively, saying continued silence or half-measures would only confirm fears that the agency is protecting wrongdoers instead of upholding accountability.
