
Taiwan has bestowed one of its highest civilian honors—the Order of the Brilliant Star with Grand Cordon—on Cheloy E. Velicaria-Garafil, former Philippine Representative to Taiwan and now Secretary General of the House of Representatives. It is a recognition that reflects not only individual excellence, but the quiet strength of Philippine diplomacy.
Conferred on behalf of Taiwanese President Lai Ching-te, the award acknowledges Garafil’s pivotal role in strengthening Taiwan–Philippines relations. Senior government officials and business leaders from both sides attended the ceremony, signaling the value Taiwan places on the partnership she helped advance.
What makes the honor particularly notable is the brevity of her tenure. In just 11 months as Philippine Representative to Taiwan, Garafil delivered outcomes that many assumed would take years.
Long-standing concerns were addressed, sensitive issues were managed with tact, and areas once considered difficult to move forward were unlocked through steady, principled engagement.
One of the most visible achievements during her watch was the Philippines’ decision to grant 14-day reciprocal visa-free entry to Taiwanese nationals. The move eased tourism and business travel, strengthened people-to-people exchanges, and injected new momentum into bilateral relations.
She also helped facilitate Philippine Circular No. 82, which eased restrictions on official interactions with Taiwan. This reform expanded institutional engagement and provided greater flexibility for cooperation across multiple sectors.
Beyond policy reforms, Garafil actively promoted collaboration in semiconductors, smart agriculture, and talent development—areas critical to both economies and aligned with long-term development goals. These initiatives underscored a forward-looking partnership grounded in shared interests and mutual respect.
Following the ceremony, Garafil responded with humility, saying she had simply done what was beneficial for both sides. She emphasized that trust, sincerity, and a shared vision allowed relations to move forward swiftly and meaningfully.
Taiwanese officials credited her with deepening ties and reinforcing cooperation in the Indo-Pacific. The award stands as a testament to the growing maturity and strategic importance of Taiwan–Philippines relations—and to the impact one Filipino public servant can make on the international stage.
