The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued Weather Advisory No. 27 early Tuesday morning, warning of heavy rainfall over much of Luzon and parts of the Visayas due to the enhanced Southwest Monsoon or Habagat. Areas expected to receive 100 to 200 millimeters of rain today include:
- Metro Manila
- Zambales
- Bataan
- Pampanga
- Bulacan
- Cavite
- Batangas
- Rizal
- Occidental Mindoro
Moderate rainfall of 50 to 100 millimeters is expected in:
- Pangasinan
- Tarlac
- Laguna
- Quezon
By tomorrow, July 23, rains are expected to persist and affect a wider area. The same provinces in Luzon may continue to receive heavy rainfall, while moderate rains are forecast in additional parts of Southern Luzon and the Visayas, including Iloilo, Guimaras, Negros Occidental, and several Bicol and MIMAROPA provinces. Rainfall may be more intense in mountainous areas, increasing risks of landslides and floods.

On Thursday, July 24, monsoon rains are forecast to shift north, with Ilocos Region, Abra, Benguet, and parts of Central Luzon receiving the heaviest rain. Metro Manila and Southern Luzon may see lighter, but still significant, rainfall. Soil saturation from earlier rains could worsen flooding and landslides.

PAGASA reminds the public to distinguish between a Weather Advisory and a Heavy Rainfall Warning. Weather Advisories offer a broad 24-hour outlook at the provincial level. In contrast, Heavy Rainfall Warnings are more precise, issued at the municipal level, valid for three hours, and based on Doppler radar for real-time monitoring.
