Manila, Philippines — The Toll Regulatory Board (TRB) has issued a show-cause order to the NLEX Corporation following a major flooding incident that disrupted traffic along sections of the North Luzon Expressway (NLEX) on July 21. The incident, which stranded numerous motorists in the Balintawak and Valenzuela areas, raised questions about the expressway operator’s flood management preparedness.
According to TRB, the order seeks to determine whether NLEX Corporation failed in its responsibility to ensure uninterrupted and safe passage for motorists during extreme weather. The agency is investigating whether sufficient preventive measures were taken in anticipation of the rainy season, which was forecasted to bring above-normal rainfall due to the Southwest Monsoon.

In response, NLEX Corporation submitted its explanation to the TRB, detailing the company’s efforts to mitigate flooding. The operator cited regular maintenance of drainage systems, inspections of bridges and culverts, and deployment of water pumps and dewatering equipment. NLEX also emphasized that the intensity of rainfall and the overflow from nearby water systems exceeded their forecasted risk levels.
Despite these explanations, the TRB is considering possible administrative actions, which may include penalties, suspension of toll collection in affected areas, or even reimbursement to affected motorists. The Department of Transportation (DOTr) has expressed support for a thorough review, highlighting the importance of accountability among toll road operators.
The TRB stated that operators must not only maintain infrastructure but also anticipate extreme weather events and act swiftly to minimize public inconvenience. The NLEX case is now under formal evaluation, and further action will depend on the findings of the TRB’s assessment of NLEX Corporation’s compliance with its operating standards.
