MANILA, Philippines — Senator Alan Peter Cayetano has temporarily withdrawn his nomination as a member of the Commission on Appointments (CA) due to unresolved issues regarding the allocation of seats reserved for the Senate minority bloc. During the August 18, 2025 plenary session, the former diplomat stated, “May I propose this temporary measure just so that we’ll have more time to discuss the representation in the CA and the interpretation of the Supreme Court (cases). May I ask that my name be withdrawn as a nominee for the CA.”
The Commission on Appointments holds a vital role in approving or rejecting presidential appointees, making the composition of its members critical to both the majority and minority blocs in the Senate. The current dispute centers on how many seats are allotted to the Senate minority, which remains unresolved.
Meanwhile, nine senators from the majority bloc have been elected as representatives of the Senate to the Commission. Those elected include Senator Rodante Marcoleta, Senator Ronald “Bato” dela Rosa, Senator JV Ejercito, Senator Jinggoy Estrada, Senator Christopher “Bong” Go, Senator Imee Marcos, Senator Raffy Tulfo, Senator Joel Villanueva, and Senator Mark Villar.
Senator Cayetano’s withdrawal underscores ongoing tensions between the majority and minority blocs concerning the distribution of seats within the Commission. The minority bloc has yet to finalize its representation, delaying the full organization and effective functioning of the Commission on Appointments.
