Senator Raffy Tulfo has proposed a mandatory personal appearance for the renewal of vehicle registration. He suggests that the Land Transportation Office (LTO) should require all vehicle registration renewals to be done in person at an LTO branch and with the appropriate government ID.
As the chairman of the Senate Committee on Public Services, Tulfo highlighted a notification to his office about a Montero Sport with license plate PEO-987, which was used in a tragic incident where a cancer patient was beaten to death on June 10. Until recently, the driver had not been identified because the car had been passed on and only the “open deed of sale” procedure had been completed.
As a result, Tulfo plans to introduce a bill requiring the car to be registered with the LTO within 10 days of purchase. He stated that if the owner fails to cooperate, the vehicle will be detained immediately.
Furthermore, Tulfo emphasized that he included an “anti-fixer” provision in the proposed law. This provision states that if a fixer is detected in an LTO unit, the director in charge of that office will be sacked immediately for the first offence.
Lastly, the legislator urged all car owners who purchased their vehicles used and have not yet registered them to visit the nearest LTO office to get them converted to their correct names.
