Former Department of Public Works and Highways (DPWH) Secretary Rogelio “Babes” Singson has made it clear that he will not be returning to his former post, citing concerns over his health, family obligations, and personal safety. In a recent interview, Singson revealed that he had already declined informal approaches regarding a possible return to the Cabinet.
The former DPWH chief, who served during the Aquino administration, shared that while there have been preliminary discussions, no formal offer has been made. “Sorry, I have other concerns like health, family, and safety concerns so I already begged off,” he said, adding a light-hearted note that his wife might leave him if he returned to the high-pressure role.

Speculation about his reappointment came amid ongoing scrutiny of current DPWH Secretary Manuel Bonoan, who faces criticism over alleged irregularities in multi-billion peso flood-control projects. The controversy has put a spotlight on infrastructure governance as President Ferdinand Marcos Jr. pushes for a transparent and corruption-free national budget under his “Agenda for Prosperity.”
Despite declining a return to government service, Singson remains committed to public welfare. He confirmed a recent meeting with President Marcos Jr. where they discussed integrated water resources management, emphasizing the need for a coordinated national strategy to address water supply, flood control, and drought mitigation amid climate challenges.
In addition to his advisory role, Singson expressed willingness to lead an independent panel to investigate reported anomalies in flood-control projects. He highlighted concerns over the “chop-chop” practice of breaking down large contracts to avoid oversight and offered to head the probe on a pro bono basis, underscoring the importance of accountability and proper use of public funds.
