Sakhir, Bahrain: Based on the deep historical fraternal ties that bind the Gulf Cooperation Council (GCC) countries and their peoples, stemming from the unity of religion, blood, language, and common destiny, and the lofty goals upon which the Council was founded in 1981, Their Majesties and Highnesses, the leaders of the GCC countries, meeting at the forty-sixth session of the Supreme Council of the GCC in Sakhir, Kingdom of Bahrain, affirm their commitment to the following principles:
First: Strengthening the established ties and integration between member states, in belief in the lofty goals of the Cooperation Council for the Arab States of the Gulf, continuing the approach of the founding leaders, and embodying the aspirations of the peoples of the Council towards more stability, security, progress and prosperity.

The leaders affirmed their determination to continue the path of coordination and integration among the Gulf Cooperation Council (GCC) countries in all political, security, economic and social fields, leading to their desired unity, in a way that achieves common fraternal interests and contributes to establishing the foundations of security, peace and prosperity in the region and the world.
The leaders expressed their satisfaction with the achievements of the joint Gulf Cooperation Council (GCC) work, highlighting the integration within a cohesive defense and security framework, wise and balanced diplomatic stances, and sustainable development and economic projects. These achievements reflect the political unity and shared vision, goals, and positions of the GCC on various regional and international issues. They also emphasized the importance of continuing these efforts at a faster pace to achieve further gains for the GCC member states and their people.
Second: Respecting the sovereignty of the GCC countries and all other countries in the region, not interfering in their internal affairs, and rejecting the use of force or the threat thereof, stressing that the security and stability of the GCC countries are indivisible, and that any infringement on the sovereignty of any member state is a direct threat to its collective security.
In order to consolidate a just, comprehensive and lasting peace in the Middle East region, and to work towards settling regional and international disputes by peaceful means, the leaders affirmed their welcome of the outcomes of the Sharm El-Sheikh Peace Summit, and their support for regional and international efforts aimed at ensuring full compliance with the terms of the agreement to end the war in the Gaza Strip, facilitating the delivery of humanitarian aid, reconstruction, and strengthening efforts and endeavors leading to the establishment of an independent and sovereign Palestinian state on the borders of June 4, 1967, with East Jerusalem as its capital, in accordance with the two-state solution, the Arab Peace Initiative, and resolutions of international legitimacy, in a way that fulfills the aspirations of the Palestinian people and all the peoples of the region to live in security and peace.

Third: The commitment to continue achieving more economic development and technological and scientific progress, as the leaders stressed the importance of completing the requirements of the Gulf Common Market and the Customs Union, promoting trade and tourism, encouraging investment in strategic projects, especially in the areas of infrastructure, transport, energy, communications, water and food, enhancing the integration of digital infrastructure, facilitating e-commerce, and supporting the development of joint systems for digital payment and cloud services, in a way that contributes to achieving full economic citizenship and supporting comprehensive and sustainable development.
The leaders also stressed the importance of continuing economic diversification and strengthening the economy based on innovation and sustainability, in order to ensure long-term prosperity for the GCC countries and their people.
The leaders stressed the importance of strengthening cooperation in the fields of technology, artificial intelligence and cybersecurity, within the framework of a joint Gulf strategy that contributes to enhancing knowledge integration, exchanging experiences in the field of digital transformation, addressing cybercrimes, providing a safe digital environment for societies, and promoting the active participation of youth and women in the development process, while emphasizing the role of think tanks and research in anticipating the future and formulating public policies that support sustainable development.
Fourth: Emphasizing environmental responsibility and encouraging sustainable initiatives, renewing the commitment to protecting the environment and addressing the challenges of climate change, reducing carbon emissions, promoting clean and renewable energy projects, and preserving natural and marine resources, in line with Gulf and global initiatives aimed at achieving zero neutrality and the Sustainable Development Goals.
Fifth: Strengthening international cooperation to preserve regional security, consolidating the bonds of partnership and political, security and economic cooperation with friendly countries, international organizations and economic blocs, and enhancing them in the areas of sustainable development, combating all forms of extremism and terrorism, hate speech and incitement, addressing transnational crimes, supporting the efforts of the Combined Maritime Forces, based in the Kingdom of Bahrain, in a way that enhances energy security and protects maritime navigation and international trade, working to make the Middle East region free of nuclear weapons and weapons of mass destruction, and preventing arms races, in order to enhance regional security and stability.
The leaders expressed their support for the Kingdom of Bahrain in representing the Arab Group as a non-permanent member of the UN Security Council for the next two years, and their confidence in its ability to achieve the aspirations of the Gulf Cooperation Council and the sisterly Arab states, stressing its role as an active partner in promoting international peace and security, prioritizing dialogue in resolving conflicts, and enshrining the values of tolerance, coexistence, and human fraternity.
The leaders also expressed their appreciation for the participation of Her Excellency Mrs. Giorgia Meloni, Prime Minister of the friendly Italian Republic, in the talks between the two sides, which focused on strengthening the deep-rooted historical friendship relations, and during which an agreement was reached to develop a joint action plan to elevate relations to a comprehensive strategic partnership, aimed at promoting their common interests, reflecting the openness of the GCC countries to building broad partnerships with friendly countries.
Their Majesties and Highnesses, the leaders of the Gulf Cooperation Council (GCC) states, emphasized at the conclusion of their meeting the need to develop institutional cooperation mechanisms to broaden the horizons of fraternal solidarity and strategic integration, in order to achieve security and sustainable prosperity for the GCC states and their peoples, within a safe and stable region, and to contribute to building a more just and prosperous world, stressing their firm commitment to these principles to ensure a brighter future for the GCC states and their peoples.
