Manama: The Philippine Embassy in Bahrain, in collaboration with BrandME, successfully concluded the third season of the “Hala Bira! Festival.” Held from January 29 to 31, 2026, at the Oasis Mall Juffair, the three-day cultural extravaganza drew thousands of visitors, further solidifying its status as a cornerstone event for the Filipino community and a bridge for cultural exchange in the Kingdom.

Supported by the Philippine Embassy and organized by BrandME, the festival blended a high-level diplomatic mission with a vibrant celebration of Filipino heritage. Spearheaded by His Excellency Ambassador Gines Jaime Ricardo D. Gallaga, alongside Cristina Fulgencio, Founder and CEO of BrandME, the event served as the centerpiece for a significant visit from senior Philippine officials, bringing the government’s “Service with a Heart” initiative directly to the diaspora.

Joining Ambassador Gallaga and Ms. Fulgencio were Secretary Hans Leo J. Cacdac of the Department of Migrant Workers (DMW), Atty. Patricia Yvonne “PY” Caunan, Administrator of the Overseas Workers Welfare Administration (OWWA); Dr. Orville A. Ballitoc, Labor Attaché; Ms. Juvilyn A. Gumabay, Welfare Officer; Vice-Consul Charlie Florian Prenicolas, Madame Moira Gallaga and other officials and guests. The presence of these officials transformed the festive atmosphere into a massive hub of support, where thousands of Overseas Filipino Workers (OFWs) accessed vital consular services, labor consultations, and welfare assistance, highlighting the government’s commitment to the Filipino community in Bahrain.

Centered on the vibrant theme “Dinagyang in Bahrain,” Season 3 brought the rhythmic energy and colorful heritage of Iloilo’s world-famous festival to the heart of Manama. The theme was brought to life through spectacular cultural pageantry, featuring rhythmic drum-beating and traditional street dance performances that captivated diverse local audiences.

Furthermore, a curated global bazaar featured several Filipino SMEs, showcasing the Kingdom’s entrepreneurial talent and authentic cuisine. The festival also promoted community synergy through a diverse program of sports, including 3×3 basketball, chess, and dart tournaments, alongside an inaugural “Pets Parade” held in support of animal welfare.


The festival followed a strategic three-day itinerary designed to maximize community reach and impact. The first day featured a grand opening and ribbon-cutting ceremony led by Ambassador Gallaga with Ms. Fulgencio, representatives from the Capital Governorate and members of the diplomatic corps. Other activities included welcome remarks by Ambassador Gallaga; opening remarks by OWWA Administrator Caunan; keynote message by DMW Secretary Cacdac; awarding of certificates to Bahraini recruitment agencies; the launch of E-Card and the OWWA Cup; ceremonial signing with merchant partners and OWWA raffle.

On the second day, a massive Consular Outreach Mission was conducted, where Ambassador Gallaga, DMW Secretary Cacdac and OWWA Administrator Caunan personally oversaw the delivery of social benefits and reintegration briefings. The engagement concluded on the third day with a celebration of local talent, highlighted by art exhibitions and live performances by talented Bahrain-based Filipino artists.

The success of the event was a result of the collaboration between the Philippine Embassy, BrandME, Migrant Workers Office, OWWA, Capital Governorate and Oasis Mall. By integrating official government services into a cultural festival, the organizers created a “one-stop” platform that prioritized the dignity and well-being of the Filipino community.
